The Collapse of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: hopeful statements are issued from various governments. Immense energy is devoted on containing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability provided through timely intelligence. From witness perspectives, military aircraft that had been dispatched to engage hostile aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a incoming threat. This was a modern interception technology at work, presumably delivered by allied countries. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, protecting urban areas from ruin and further power outages.

Ongoing Risks

Following this, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a defensive team – most likely Western-made equipment. Sadly, the bullets missed the hostile drone – it maintained course toward its target.

With pauses, this persisted until dawn. Kyiv awoke to the early updates: several casualties, destruction and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a need that regional partners are clearly incapable to fill in the immediate future.

Unsuccessful Negotiations

The detailed framework from US administration provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new proposal from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually win the battle. This cycle will, undoubtedly, endure.

Tactical Assessments

It is easy to blame certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a assumption understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unrealistic to force Russia to surrender the land that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, US leadership does minimal to deter Moscow, through words or deeds, from assuming that the situation will not shift further in its favour in the near future.

Opposing Positions

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a total frontline collapse until conditions improve in its advantage.

Present Conditions

Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a just a single week to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
